How to open and read the fix details shown in the release notes

Is there any way to access the links to the fix details shown in the release notes in the image below?
Sometimes I would like to review the specific fixes, but I’m not sure how to view them. If there is a way or procedure to access the fix details, could you please let me know?

At the moment, I don’t have a specific issue, and there isn’t anything in particular I need to look up. I was just generally curious about what kinds of fixes have been included, so I thought I’d ask.
If I want to know more about a specific issue in the future, should I ask through this community?
